New York Woman Killed In Balcony Fall

A woman on a first date has fallen to her death after the railing on her 17th-floor apartment balcony gave way.

Jennifer Rosoff went outside for a cigarette just before 1am on Thursday when she sat or leaned against the railing while talking to her date at her New York City apartment, police said.

The man said he warned her against it but the 35-year-old advertising executive fell moments later, authorities said.

Police spoke to the man and no foul play was suspected.

Ms Rosoff landed on building scaffolding on the first floor of the building on Manhattan's Upper East Side.

She was pronounced dead at the scene.

Buildings officials took part of the broken railing to examine how it could have given way and plan to determine whether the other balconies are structurally sound.

Only the higher floor corner apartments of the building - built before World War II - have balconies.

Ms Rosoff worked at The New Yorker, Lucky Magazine and Cosmopolitan before recently joining a new company called TripleLift, according to her LinkedIn profile.

High-rise dramas are a staple of life in Manhattan and Thursday's was the third to make the news in recent days.

In 2010, after a 24-year-old social worker fell to his death when the railing gave way at his 24th-floor apartment terrace, the city conducted safety inspections on hundreds of residences.

Tenants at 16 buildings were ordered to stay off their balconies because they were deemed unsafe.

Some 800 building owners failed to file mandatory inspection reports on the safety of their balconies and terraces, officials found.

They are required to file every five years. For Ms Rosoff's building, the inspection report was last filed in February.

Royal Couple Formally Register Prince George

The Duke and Duchess of Cambridge have formally registered the birth of Prince George.

The Duke of Cambridge signed the birth register at Kensington Palace this morning, witnessed by a Registrar from Westminster Register Office. 

George was born on Monday last week at St Mary's Hospital in London. His name was announced two days later.

While most new parents have to travel to a register office to formally register the birth of their child, Westminster City Council registrar Alison Cathcart travelled to Kensington Palace for William to carry out the task.

A brief statement from the palace said: "The Duke and Duchess of Cambridge have formally registered the birth of Prince George.

"The Duke of Cambridge signed the birth register at Kensington Palace this morning, witnessed by a Registrar from Westminster Register Office."

The register entry from which the birth certificate is produced was filled in by the registrar and signed by William. It gives the date and place of Prince George's birth and his full name as His Royal Highness Prince George Alexander Louis of Cambridge.

William's full name, His Royal Highness Prince William Arthur Philip Louis Duke of Cambridge, is also given, along with his place of birth in Paddington, Westminster - he was born at the same hospital.

His occupation is listed as Prince of the United Kingdom.

River Tay Body Identified As Missing Teenager

A body found in a river has been identified as that of a teenager swept away on Sunday.

Mateusz Wilamowski, 16, got into difficulty as he attempted to cross the River Tay with two friends.

His body was recovered from the river in the North Muirton area of Perth on Thursday after it was spotted by a member of the public.

Daily searches of the area were carried out by police and rescue crews.

Mateusz was from Raciazek in Poland but had been staying with his aunt, uncle and two cousins in the city since May.

His father Maciej travelled to Scotland following his disappearance.

He said in a statement: "Losing Mateusz has left us all devastated. He was a bright, happy, wonderful boy, who was popular and made friends easily. It is hard to believe he is no longer with us.

"I want to say thank you to everyone for their support and kind words. We are grateful to the police and the fire service and everyone who carried out the search when Mateusz went missing.

"We also wish to thank the man who saw Mateusz in the water yesterday so that he was found."

Police have warned about the dangers of entering rivers to cool off during the recent hot weather following a series of deaths linked to swimming.

Last week two friends died after one of them went bathing in the River Wear at Washington, Tyne and Wear. Tonibeth Purvis, 15, jumped in to save Chloe Fowler, 14, but both girls drowned.

Chada Brothers: Funeral In Ireland Held

Hundreds of mourners have gathered in a small Irish village to celebrate the lives of two brothers who have been buried side by side.

Friends and relatives of five-year-old Ruairi Chada and his brother Eoghan, 10, watched tearfully as two white coffins were taken through Ballinkillen, Co Carlow, into the church.

The two brothers were discovered dead in the boot of a crashed car after going missing on Sunday evening.

Their father, Sanjeev Chada, has been charged with their murder.

The boys' mother, Kathleen, was flanked by family members including her parents, Patsy and Billy, as they arrived at the Saint Lazerian's Church.

Among those in attendance were Sanjeev Chada's mother, Bimla, his sister Suman and her partner Pablo, who travelled from Madrid.

Also there were Chada's brother Keshev and his wife Audrey and their children from Northern Ireland.

Heartbroken friends formed a guard of honour as two hearses made their way up a narrow country road to the church.

Parish priest Father Declan Foley said the pair lived with such energy and intensity that they brought joy and happiness to their parents and local community.

"The sudden and tragic death of the boys is beyond comprehension and almost impossible to put into words, but to remain silent would do Eoghan and Ruairi a disservice," he said in his homily.

Inside the church some of the boys' 14 cousins and best friends carried a procession of symbols of their lives: a hurley, a football, toy tractor, cook book, golf club, bicycle and photograph.

Father Foley said photographs showed the closeness and love between the brothers.

"Although the boys have their own rooms, they always slept together in the one bed," he added.

Eoghan and Ruairi's love of sport, cooking and farming were remembered throughout the emotional service, where school children and the church choir sang some of their favourite hymns and teachers and relatives read prayers.

The boys went missing with their 43-year-old father after leaving the family home to go bowling on Sunday.

Chada has been remanded in custody to appear in court again later this month.

Baboons' Bizarre Behaviour Baffles Dutch Zoo

A group of baboons have baffled staff at a Dutch zoo by turning their backs on visitors and huddling together in fear.

The colony at Dierenpark Emmen in the Netherlands have spent days sitting in trees and rocks after they were spooked for an unknown reason.

It is the first time zoologists have seen such behaviour, either in captivity or in the wild.

"The baboons were hysterical," said Wijbren Landman, a spokesman for the zoo. "They were not jumping around but were behaving strangely."

The 112 baboons were all born in captivity and live on an island in the zoo, close to the German border.

A possible theory for their unusual behaviour is that a predator wandered into their enclosure, or that they spotted an image of one on a visitor's T-shirt.

Others say the primates may have felt an earthquake or other natural disaster.

"The craziest suggestion was that it was caused by a UFO," Mr Landman added.

"They've been observed to be disconcerted in the wild if they've had a run-in with a predator but not (to have shown) this type of behaviour."

The baboons have gradually become less restless and are back to eating apple wedges from their keeper's bucket.

They are venturing into other areas of their 2,000 square metre enclosure and are fighting and removing fleas from each other again.

Home Office Immigration Tactics Investigated

Controversial Home Office tactics to tackle illegal immigration - including a "go home or face arrest" advertising van campaign - are to be investigated by the equality watchdog.

The Equality and Human Rights Commission (EHRC) is to probe operations including new spot checks by UK Border Agency staff on people's immigration status at London train and tube stations.

The Home Office has been accused of targeting non-whites and using "heavy-handed" tactics in the crackdown to tackle people working illegally in the UK, with witnesses claiming the checks appear to be only targeting members of ethnic minority communities.

A spokesman for the EHRC said: "The Commission is writing today to the Home Office about these reported operations, confirming that it will be examining the powers used and the justification for them, in order to assess whether unlawful discrimination took place.

"The letter will also ask questions about the extent to which the Home Office complied with its public sector equality duty when planning the recent advertising campaign targeted at illegal migration."

Sky News reporter James Banks said: "It is not just those who have been stopped who think these tactics are out of order, with some witnesses arguing the checks were prompted by race, not intelligence."

Phil O'Shea, who witnessed one of the operations earlier this week in north London, told the Kilburn Times: "I thought the behaviour of the immigration officers was heavy-handed and frightening.

"They appeared to be stopping and questioning every non-white person, many of whom were clearly ordinary Kensal Green residents going to work.

"When I queried what was going on I was threatened with arrest for obstruction and was told to 'crack on'."

Immigration enforcement officers have also arrested 139 suspected immigration offenders in a series of intelligence-led raids at locations including London, Durham, Manchester, Wales and Somerset - and details of the raids posted online by the Home Office.

Updates on the campaign and heavily pixelated images of some of the arrests of suspects have been tweeted by the Home Office with the hashtag #immigrationoffenders - with the tweets linked to pages on the Government website providing more information. Those who have no right to be in the UK face being thrown out.

The Home Office claims all the operations - including the spot checks - are intelligence-led, but this is disputed.

Immigration Minister Mark Harper told Sky News: "I make no apologies for our operations cracking down on illegal working operations - both on those working illegally and those employing them, but I absolutely refute the suggestion that we are targeting people because of their race, or we are doing racial profiling - we are doing nothing of the sort.

"We are using intelligence to target our operations. We can only lawfully do that if we have intelligence that suggests we are going to encounter immigration offenders, and I am confident having reviewed our operations that we are absolutely operating within the law."

Concerns have been raised, and Barry Gardiner, the Labour MP for Brent North, has written to Home Secretary Theresa May demanding an investigation into the spot checks which he said violated "fundamental freedoms".

Shadow immigration minister Chris Bryant said: "Intelligence-led operations to remove illegal immigrants are to be welcomed. Racial profiling is not."

Newly-appointed labour peer Doreen Lawrence has pledged to speak out over the stop-and-check operations in her new role.

Asked about the claims of focus on non-whites, the mother of murdered teenager Stephen Lawrence said: "I'm sure there's illegal immigrants from all countries, but why would you focus that on people of colour? - and I think racial profiling is coming into it."

Mrs Lawrence told ITV1's Daybreak programme that stop-and-search has always been in the forefront of her mind, and she that she has campaigned on the issue for years.

Muhammed Butt, leader of Brent Council, told Sky's Boulton & Co that based on the complaints he had received from people, including white residents, who had witnessed the spot checks, he believed the checks did amount to "racial profiling because the people that have been targeted in Brent are predominantly black and Asian people". "Absolutely, it is random," he added.

Tony Smith, former head of UKBA, told the programme: "The guidance that's given to officers is very clear that it's not okay to profile anybody on the grounds of race or behaviour."

Writing in The Independent, Dave Garratt, the chief executive of charity Refugee Action, warned that the operations could "incite racial tensions".

"Over the last few weeks we've seen some very visible signs of the Government's 'hostile environment' crusade. There have been vans out on the streets with threatening slogans and, reportedly, non-white people being visibly stopped and searched," he wrote.

"The Home Office is responsible for community cohesion. Yet we are increasingly seeing what appears to be hostility towards non-white immigration, which will do nothing but incite racial tensions and divisions within otherwise rich and diverse communities."

A protest against the spot checks and raids took place in Southall, West London, on Thursday. Members of the not-for-profit organisation Southall Black Sisters confronted two immigration officers in the area.

A Home Office spokesman defended the tactics: "We make no apology for enforcing our immigration laws and our officers carry out hundreds of operations like this every year around London.

"Where we find people who are in the UK illegally, we will remove them."

The department rejected claims that its tweets with the hashtag #immigrationoffenders may have prejudiced cases, because the suspects have not been identified.

And it was unable to state how many of those arrested will face deportation, with some cases taking 72 hours to resolve and others much longer, it said.

Pelka Judge: Abuse Was "Horrifying"

Mrs Justice Cox described Daniel Pelka's murder as "deeply shocking and disturbing" as she jailed Magdelena Luczak and Mariusz Krezolek for life with a minimum term of 30 years.

Here are her sentencing remarks:

"Mariusz Krezolek and Magdelena Luczak, the sentence for the crime of murder is fixed by law. It is one of life imprisonment and that is the sentence I now impose upon each of you.

"I must therefore specify the minimum term of imprisonment which each of you must serve, before the Parole Board can even consider whether you might be released.

"That is the punitive period I consider appropriate, having regard to the particular facts of the case and the overall seriousness of this offence.

"The facts of this case are deeply shocking and disturbing.

"As the trial has progressed, harrowing details of the unimaginable acts of cruelty and brutality inflicted on little Daniel, over many months, have exposed both the torment and despair he must have suffered and your callous disregard for his pain and distress.

"Time and again, knowing exactly what you were doing to him, both of you concealed your conduct from the authorities by a series of deliberate and elaborate lies, designed to put them off the scent and to prevent them discovering Daniel's true plight.

"Your campaign of cruelty, as it has accurately been described, culminated in the severe blow or blows to his head that killed him.

"He was just four-and-a-half years old.

"Exactly when this appalling cruelty started is not clear. Until your relationship began, in early 2010, Daniel appears to have been a healthy child, developing appropriately and giving no real cause for concern.

"While the evidence demonstrates that systematic cruelty probably began when Daniel started school in September 2011, your complicity in his ill treatment was first evidenced by the displaced fracture to his arm, sustained 14 months before his death on January 5, 2011, when he was just three-and-a-half.

"This serious injury would have resulted immediately in excruciating pain and loss of function, yet you did not take him to hospital until the following day, clearly increasing his mental and physical suffering.

"I have no doubt that you, Mariusz Krezolek, deliberately used considerable force to inflict that injury, and that you Magdelena Luczak, discovering what had happened, joined with him in waiting to see if you could keep it secret, and then in lying to the doctors about how it had happened.

"This determination to lie and to protect yourselves at all costs was to become the hallmark of your subsequent conduct.

"There was further evidence of your real attitude towards Daniel, Mariusz Krezolek, in your description of him in July, to a colleague at work, as 'all f***ed up' and autistic, and not worth beating because he wouldn't feel pain.

"Nevertheless, at the time he started school in September 2011, Daniel was described by the reception staff as appearing to be a healthy and well cared for little boy.

"It may be that he had some behavioural or communication difficulties, as you have constantly suggested, though such difficulties as he had are in my view more likely to have been due to your abusive treatment of him rather than to any other cause.

"They would have warranted, in any event, even greater affection, care and support for Daniel - not less.

"Instead, over the months that followed, he was subjected by both of you to deliberate, escalating and incomprehensible brutality, which continued right up to his death...

"For reasons which are unfathomable, Daniel became a target for derision, abuse and systematic cruelty, designed to cause him significant mental and physical suffering.

"The scale of his suffering was truly horrific.

"He was subjected to acts described by you as punishments but which, in reality, were acts designed to cause pain, to humiliate and to intimidate.

"He was required to kneel on the floor for long periods of time, to run continuously around the living room, or to perform squats repeatedly and slowly.

"He was repeatedly forced to swallow salt, which you admit was poured neat into his mouth from the salt container and which caused him to vomit.

"He was subjected to a form of cold water punishment, being held under cold water until the point of unconsciousness...

"Exactly what form that particular punishment took we will never know, since neither of you has explained it.

"He must have been absolutely terrified.

"He was subjected to regular beatings, as the teachers' observations of bruising and the multiple bruises seen on his body after death testify.

"There were nine separate bruises to his head.

"He was confined for regular and prolonged periods of time in the small, bare box room upstairs. The inner door handle was removed and the metal panel so arranged that he could not even see out of the keyhole.

"The small hand and finger marks on the inside of that door provided a poignant image of his desperate attempts to escape.

"The urine stains to the mattress on which he was made to sleep and the damp state of the carpet testify to his inability to go to the toilet when he needed. There is evidence of him soiling himself.

"It is a particularly grave aggravating feature in this case that, before the fatal blows to his head, Daniel was the victim of chronic and systematic starvation.

"Both of you deliberately deprived him of food over a prolonged period of time. He was literally wasting away. His starvation was so chronic that his bones ceased to grow.

"Expert medical witnesses and others with extensive experience in the field of child protection described their shock at the extent of Daniel's emaciation at his death.

"They regarded it as unprecedented in this country.

"They likened his appearance to those who failed to survive concentration camps and that comparison was not made lightly.

"As the months passed, Daniel increasingly scavenged for food, from other children's lunch boxes, from the playground or from rubbish bins.

"He would have suffered extraordinary hunger, increasing abdominal pain and, ultimately, a feeling of hopelessness.

"You, Magdelena Luczak, knowing of his hunger, gave specific instructions to his teachers that Daniel was not to eat any more food than the small packed lunch he had with him.

"Both of you constructed a careful and wholly untruthful account that Daniel had a serious eating disorder and learning difficulties, which he may have inherited and for which he was receiving medical treatment.

"This account was deliberately designed to prevent interference by school, medical and welfare personnel, and to perpetuate the brutality being meted out to him...

"At some time in the evening of Thursday March 1, 2012, by which time Daniel's weakened physical condition made him particularly vulnerable, I am satisfied on all the evidence that in the minutes preceding the fatal blow or blows to his head, he was subjected to a brutal assault, in which he was given salt and subjected to a form of cold water punishment in the bath.

"It is submitted in mitigation that I cannot be sure that cold water punishment was inflicted in the minutes before he died, but I cannot accept that submission.

"On all the evidence, including the computer searches on the Friday morning, as Daniel lay unconscious, and the failure of each of you to explain them, I am entirely satisfied that it was.

"The preponderance of the medical evidence establishes that the injury then inflicted to his head was severe, resulting as it did in damage to the bridging veins, axonal damage and a large subdural haematoma.

"I am satisfied, Mariusz Krezolek, that this head injury was inflicted by you and that you applied considerable force.

"By their verdict, Magdelena Luczak, the jury clearly rejected your account that you tried to intervene and were sure that you were jointly liable for Daniel's death.

"The combined neuropathological and neurosurgical opinion is that Daniel would have lost consciousness immediately, or almost immediately after this impact so that any lucid interval, involving undoubted mental anguish and physical pain, would, mercifully, have been short.

"Daniel then lay alone in the box room, as his life slipped away, from that Thursday evening until just before 3am on Saturday morning, while you both continued your lives, hoping that he would regain consciousness and that your conduct towards him could continue unabated and undiscovered.

"Your internet searches on that Friday morning reveal both the scale of the cruelty you had inflicted on him and your growing realisation that he was not responding.

"Still you did not take him to hospital, until you discovered in the early hours that he was not breathing and eventually called the emergency services.

"I am in no doubt that before you made that call, you had deliberately planned the detailed lies you would tell in an attempt to deceive the authorities and save your own skin.

"That plan was put into action even in the call to the emergency operator.

"Before your arrest you made concerted efforts to remove evidence by deleting the computer search history, attempting to tidy the house and concealing the stained mattress from the box room.

"You lied persistently when you were interviewed by the police.

"By their verdicts the jury were sure that you continued to lie at this trial.

"Over the nine weeks of acutely distressing evidence I have not observed a single sign of genuine remorse at any stage from either of you.

"In my judgment there is no basis for distinguishing between you in relation to this campaign of cruelty and the assault leading to Daniel's death.

"While the evidence indicates that you, Magdelena Luczak, were the victim of domestic violence by your partner on occasions, I do not consider that lessens your culpability in this case.

"On your own admission you had a supportive network of family and friends to whom you could have turned for help, as well as the names of organisations and contact details provided to you...

"In any event your relationship has been revealed on the evidence to be an intense and stormy one, marked by heavy drinking, mutual acts of aggression and yet strong physical attraction.

"Your continuing affection for and loyalty towards each other was demonstrated by the intimate gestures observed between you when you were produced before the magistrates court on March 7, 2012.

"That you, Magdelena Luczak, were fully complicit in these acts of incomprehensible cruelty towards your own son is clearly established by the chilling text messages you sent to Mariusz Krezolek, between October 7 and March 2.

"Yours, as the Crown have contended throughout, was always a partnership of equals.

"In relation to the minimum term to be served, it has been common ground before me that the starting point in this case, having regard to the relevant statutory provisions, is 15 years imprisonment.

"That, however, is only the starting point. Each case will depend on its own particular facts, as will the level of overall seriousness.

"There are in this case exceptionally serious aggravating features, as the facts I have set out demonstrate.

"At the time he was murdered Daniel was just four years old and was therefore particularly vulnerable because of his young age.

"However, his vulnerability was considerably increased by his wretched physical condition, which rendered him completely defenceless.

"I am satisfied that acts of brutality were inflicted on him in the minutes before the final blows to his head, including forcing him to eat salt and applying a form of cold water punishment in the bath, thereby inflicting serious mental and physical suffering upon Daniel immediately before his death.

"After the blows to his head there may have been a lucid interval which, though short-lived, would have resulted in Daniel suffering fear, anguish and physical pain before he lost consciousness.

"Further, for the reasons already set out in detail, Daniel had already been subjected to persistent and escalating cruelty on an unprecedented scale over the course of approximately six months before he died, which was plainly designed to cause him, and must have caused him, significant mental and physical suffering.

"Your concerted, deliberate and prolonged starvation of Daniel is particularly grave.

"There was also an earlier serious fracture to his arm, deliberately inflicted, when you delayed in seeking prompt medical treatment for him, causing him severe pain and distress.

"Both of you are in breach of what is probably the most important position of trust, as the parents of a small child who was entitled to their protection, their love and their care.

"Your breach of trust, Magdelena Luczak, is wholly irreconcilable with the loving care that a mother should show towards her own son.

"Both of you carried out a deliberate and cynical deception of teaching, welfare and medical personnel, which was designed to conceal what was happening, to prevent any help being provided for Daniel and to enable you to continue your ill-treatment of him without interference.

"Once you became aware that Daniel had stopped breathing, you made a concerted and deliberate attempt to deceive the authorities from the outset, and to seek to remove evidence of your involvement in Daniel's abuse and death.

"In my judgment there are no real mitigating features in this case.

"The fact that you intended to cause Daniel really serious bodily harm, rather than to kill him, in my judgment provides minimal mitigation in this case.

"This is one of those rare cases where the sustained campaign of cruelty you carried out over many months, which culminated in the fatal blows to his head, amounted in my judgment to conduct likely to cause or which may possibly have caused Daniel's death, notwithstanding that such a consequence may have been unintended.

"The level of culpability for each of you is extremely high. Your expressions of regret and sorrow made now ring hollow in the circumstances of this case.

"I emphasise that the minimum term I now specify is the minimum amount of time that you will spend in prison, from the date of sentence, before the Parole Board can even consider whether you might be released.

"If it remains necessary for the protection of the public you will continue to be detained in custody after that date. You will in any event remain on licence for the rest of your life.

"In all the circumstances, and having regard to what I consider are exceptionally serious aggravating features, I judge this case to be one where the overall seriousness is particularly high.

"The minimum term that each of you is to serve will be 30 years imprisonment."

British Woman Hacked To Death In Bangladesh

A British woman has been hacked to death by four men who stole her jewellery while on holiday with her family in Bangladesh.

The 43-year-old from Stepney was on holiday there with her husband and 12-year-old son when she was killed in a violent robbery.

The Foreign Office has confirmed the death of Rehana Begum, in the north-east of the country.

A spokesman said: "We are aware of the death of a British national, Rehana Begum, in Sunamganj, Bangladesh on 2 August.

"We are providing consular assistance to her family at this difficult time."

Her nephew, Abdul, told the BBC that Mrs Begum had been visiting her family in Bangladesh.

He said: "It happened this morning. She has been hacked to death by four people for jewellery and money."

Ellen DeGeneres Returns To Oscars Host Role

Ellen DeGeneres is set to host the Academy Awards for a second time, returning to the role after a successful hosting slot in 2007.

Producers have confirmed DeGeneres' selection as host, saying they are "thrilled" to have the talk show star return to the job.

"We are thrilled to have Ellen DeGeneres host the Oscars," said producers Craig Zadan and Neil Meron in a statement.

"As a long-time friend, we had always hoped to find a project for us to do together and nothing could be more exciting than teaming up to do the Oscars.

"There are few stars today who have Ellen's gift for comedy, with her great warmth and humanity.

Daniel Pelka: Review To Examine Failures

A serious case review will look at whether authorities missed numerous opportunities to intervene and stop the horrific abuse being meted out to Daniel Pelka by his mother and her partner.

During the trial of Magdelena Luczak and Mariusz Krezolek, Birmingham Crown Court heard that the four-year-old, who was starved for up to nine months before being beaten to death, had been assessed by doctors for a broken arm as early as January 2011, some 14 months before he died.

Krezolek claimed that Daniel had fallen from a sofa during a game of hide and seek but Dr Irena van der Ploeg was concerned that between 12 and 24 hours had lapsed after his injury, before he was brought to University Hospital Coventry.

Doctors said Daniel would have been in "significant pain" having suffered a "spiral fracture" which could have been as a result of "twisting". Daniel's two bone fragments had become "completely separated" and they suspected it was a "non-accidental injury".

A police officer who was in charge of child protection was called by a social worker at the hospital.

A sibling of Daniel's, who had been told to lie about what had happened by Luczak and Krezolek, was spoken to by authorities, but it was decided there was no evidence of wrong-doing.

In a statement read to court, DC Holly Darby from West Midlands Police said: "A strategy meeting was held at University Hospital Coventry and it was decided there was no role for child safety officers at this stage."

Five months later, social services closed their file on Daniel.

During the trial, Prosecutor Jonas Hankin QC alleged the fractured limb may have been a trigger for the later abuse, which escalated after Daniel began attending school in September 2011.

Up to his death in March 2012, the court heard that Daniel missed 28-and-a-half days of school. Between October and mid-December 2011,  the school nurse, a school health support worker and an educational welfare officer all made visits to Daniel's home, after Luczak described her son as being "obsessed with food" and having an "insatiable appetite".

By January 25, 2012, a teacher had "grave concerns about Daniel" and contacted his GP. The following day she spoke to Luczak and advised her that she needed to make an appointment for her son.

Neither the GP Daniel was registered with, or any other doctor at the practice ever saw Daniel, despite various letters being sent to his mother telling her he needed his injections.

And, although the school nurse referred Daniel to the community paediatrician two months prior to this, the family missed three appointments before Dr Supratrik Chakraborthy eventually saw the child on February 10th 2012, a few weeks before Daniel died.

The trial heard Luczak played a leading role in convincing school staff and medical professionals that Daniel's dramatic weight loss was due to a rare eating disorder.

She and Krezolek told Dr Chakraborthy, an expert in child protection, that they had seen worms in Daniel's stools. The doctor noted that Daniel looked "thin" but not "wasted", and he prescribed medication for worms.

By then, teachers at Daniel's school, Little Health Primary in Coventry, had observed Daniel "stealing" food from the lunch boxes of other pupils,  and taking food from bins.

The same month a teacher described telling Daniel to get undressed for PE, but said that he "sat and whimpered". When his clothes were eventually taken off, she "could see his bones", his skin looked "transparent" and she thought he was "wasting away". Teachers felt he had the "bare minimum" of food in his lunchbox but believed it to be "adequate".

At first Daniel had been told off and punished by staff for taking food, but by now they thought he "couldn't help it", it was happening every day, and they believed it to be "health- related".

On March 1, 2012, just hours before Daniel received the fatal blow that led to his death, teachers saw him eating half eaten fruit out of a bin and eating green play jelly. They described his skin as "ashen", he was "quiet" and "more withdrawn", was "cold to touch", his lips had a "blue tinge" and he had dark circles around his eyes. His clothes were "too big" for him.

Peter Wanless, chief executive of the NSPCC, said the Serious Case Review must give an indication of how Daniel's mistreatment was missed.

He said: "The distressing evidence given by Daniel's devoted sibling, who bravely risked their own safety in a bid to protect him, shows just how lonely and desperate the situation had become.

"But protecting Daniel from abuse should never have been the responsibility of a child. It is clear that there were adults in Daniel's life who had concerns for his welfare.

"Magdalena Luczak and Mariusz Krezolek deliberately span a web of lies to cover up their evil abuse and evaded any help they were offered. However, once again crucial questions need to be asked about how a youngster slipped through the child protection net with the most catastrophic of consequences.

"The indications that Daniel was suffering for some months should have been plain to see - he was disappearing in front of people's eyes."

The serious case review by Coventry's Safeguarding Children Board is expected to report its findings within six weeks and will examine why social services and police did not become involved again after school staff noticed "finger pressure marks" on Daniel's neck in January 2012 and what appeared to be two black eyes in February 2012.

The review board have released this statement: "The review to date has scrutinised and challenged the actions of all the agencies and organisations that had an involvement in Daniel's life.

"It has considered whether more could or should have been done to protect Daniel. However new information has emerged during the trial. Therefore the Safeguarding Children Board will consider the work completed so far on the review in the light of all the evidence presented in court."

This latest review comes three years after the findings of a Serious Case Review in Birmingham which looked into the death of Khyra Ishaq, 7, who was starved to death by her mother and her boyfriend.

It concluded that her death was "preventable" and recommended there be "better assessments" and "effective inter-agency communication".

Walthamstow Rape: Police Hunt Three Men

Police are looking for three men after a 12-year-old girl was "brutally" raped in London.

The girl was lured to a garage area in Walthamstow, east London, where she was pinned down and raped by two of the men, who are thought to be aged between 17 and 19.

The suspects left the area after the girl managed to call a friend who came to the scene and took her away.

Scotland Yard said the girl met the three men between 12.15am and 12.30am on Saturday, July 27.

Detective Inspector Simon Ellershaw, who is leading the investigation, said: "This was a very nasty attack on a vulnerable girl just 12 years old by a group of older males who engaged her in conversation before leading her to a secluded area.

"She was pinned down and two of the males then brutally raped her."

The first of the three men was described as dark-skinned and of mixed race, with a diamond stud in his left ear and a London accent. He told the girl his name was Mo and that he was 17.

He had large brown eyes, short hair, was very skinny and wore a black puffa-style jacket with a hood, black chinos, black trainers and a grey/black T-shirt.

The second was described as black and very tall with big lips. His hair was partly shaven and he wore black trousers with a red and blue shirt.

The third, who did not rape the girl, was black and had a moustache. He wore a blue hooded top and a red and blue cap, and told her his name was Miles.

The attack happened in an area at the end of Hibbert Road, near Theydon Street.

JK Rowling Wins Damages Over Pen-Name Novel

Author JK Rowling has accepted a donation to charity from a law firm which breached her confidentiality by revealing she was writing under a pen name.

The Harry Potter creator brought proceedings in London's High Court against Chris Gossage, a partner at Russells, and a friend of his, Judith Callegari.

Ms Rowling's solicitor, Jenny Afia, told Mr Justice Tugendhat that the author was revealed in the Sunday Times as the writer of crime novel The Cuckoo's Calling.

The novel was published under the pen name of Robert Galbraith in April.

A few days later, Russells contacted her agent disclosing that it was Mr Gossage who had divulged the confidential information to Ms Callegari, who then shared it on Twitter with a journalist.

Ms Afia said that Ms Rowling, who was not in court, "has been left dismayed and distressed by such a fundamental betrayal of trust".

Mr Gossage, Ms Callegari and Russells all apologised, with the firm agreeing to reimburse Ms Rowling's legal costs and make a payment by way of damages to the Soldiers' Charity, formerly the Army Benevolent Fund.

She said: "This donation is being made to The Soldiers' Charity partly as a thank you to the Army people who helped me with research, but also because writing a hero who is a veteran has given me an even greater appreciation and understanding of exactly how much this charity does for ex-servicemen and their families, and how much that support is needed.

"I always intended to give The Soldiers' Charity a donation out of Robert's royalties but I had not anticipated him making the bestseller list a mere three months after publication - indeed, I had not counted on him ever being there."

Major General Martin Rutledge, chief executive of the charity, said: "We are absolutely thrilled by the extraordinary generosity of JK Rowling who is such an internationally renowned author.

Ryanair Raises Hold Baggage Charges By 66%

Ryanair has raised the cost for passengers taking luggage in the hold of its planes from 30 euros to 50 euros (£43.60) for the summer.

The no-frills carrier's chief executive Michael O'Leary, who made the announcement at the height of the holiday getaway, also told a news conference in London it intended to increase baggage charges until no-one took its flights with hold luggage.

He confirmed that Ryanair had increased its charge for hold luggage by 20 euros until the summer's end because "that's when they are likely to bring more bags".

Mr O'Leary went on: "We will keep increasing charges until we get rid of (hold) bags."

He said Ryanair had reduced the number of its passengers who checked in hold baggage from 80% to 19% and that this was saving the airline "a fortune in money".

Asked if Ryanair would consider charging for hand luggage, Mr O'Leary said: "At some point in the future I think it's likely that airlines will do it but I can't get my head round how you would do it. I think it's unlikely that we will do it."

Ryanair announced earlier this week that it would get its pilots to increase flight times by two minutes to save fuel, saving the airline around £70m a year.

Asked on Wednesday if he was considering reducing the amount of air conditioning on his flights, Mr O'Leary said: "No. Even I would not do that."

Mr O'Leary was speaking just 48 hours after the airline confirmed a first quarter year-on-year profit fall of 21%, despite a growth in passenger numbers.

Ryanair blamed the timing of Easter and impact of a French air traffic controllers' strike in June while its fuel costs rose 6%.

In addition to the announcement on hold baggage charges, Ryanair also confirmed that from the end of October it was adding one extra daily flight to its five main Ireland-UK routes - from Dublin to Stansted, to Manchester, to Birmingham, to Edinburgh and to Bristol.

It said this was in direct response to similar flight increases recently announced by Aer Lingus.

Ryanair's efforts to take over the Irish national flag carrier have been repeatedly blocked on competition grounds and Mr O'Leary described the Competition Commission's inquiry into the proposal as "misguided" and "a political farce which has no case, no evidence and no credibility either".

Brecon Beacons: Third Reservist Soldier Named

A reservist who died after falling ill during SAS selection training in the Brecon Beacons earlier this month "adored the army", his family have said.

Corporal James Dunsby, 31, died in hospital on Tuesday where he had been in a serious condition since the military exercise on July 13, one of the hottest days of the year.

His death follows that of colleagues Edward John Maher and Lance Corporal Craig John Roberts, who also collapsed during the  exercise on south Wales' highest mountain.

In a statement issued through the Ministry of Defence (MoD) the family of Cpl Dunsby, who was a member of the Army Reserves (The Royal Yeomanry), said the 31-year-old had the "most infectious enthusiasm for life".

"He was the most loving and dependable husband, not to mention the most handsome of men of whom could not be more cherished," they said.

"James was and will remain a dearly loved, son, brother and husband. He had the uniquely wonderful ability to endear, enchant and captivate all who he met with his naughty sense of humour and highly intelligent wit.

"With James as your friend you were ensured loyalty, strength, allegiance, protection and most of all a damn good laugh.

The MoD, which confirmed Cpl Dunsby's death on Tuesday night, has not revealed where he was from. An inquest into his death is expected to be opened in due course.

Witnesses from July 13 have described seeing two soldiers "clearly in distress" who pleaded with them for some drinking water.

An inquest at Brecon Law Courts in Powys, mid Wales, gave the medical deaths of L/Cpl Roberts and Mr Maher as "unascertained" and said further tests would be carried out.

L/Cpl Roberts had been pronounced dead on the mountain at 5.15pm, while Mr Maher died at Prince Charles Hospital in Merthyr Tydfil almost three hours later.

Investigations have been launched by both the police and the Health and Safety Executive (HSE).

It emerges that police and prosecutors are examining new evidence about the scandal at Stafford Hospital that could lead to criminal charges.

The Prime Minister says that Sir David should not be used as a "scapegoat" for the scandal. Other political leaders including Health Secretary Jeremy Hunt and shadow health secretary Mr Burnham also back the embattled NHS boss.

Cure the NHS campaigners stage a protest outside an NHS Commissioning Board - now known as NHS England - meeting in Manchester where the board backs Sir David.

Monitor announces it is considering putting the trust into special administration.

The Health and Safety Executive says that it has begun a criminal investigation into the death of a woman at Stafford Hospital. Gillian Astbury died after slipping into a diabetic coma at the hospital in 2007.

Support Stafford Hospital campaigners stage a demonstration protesting against any changes to the trust.

Stafford Borough Council refers former chief executive Martin Yeates and chairwoman Toni Brisby to the Crown Prosecution Service over allegations of misconduct. Daniel Pelka: Police 'Fell In Love' With Child

A senior detective has told Sky News how he and his team "fell in love" with murdered Daniel Pelka as they investigated how the four-year-old was "starved, beaten, poisoned and drowned".

Detective Inspector Christopher Hanson, a specialist in child protection, said it had been the most serious case of child cruelty he has ever worked on.

"The whole circumstances have had a really profound effect on the investigation team. In many respects we have fallen in love with Daniel, we've worked so hard to achieve justice for him.

"We have photographs of Daniel up and around the office and it was just very, very important to us to do everything we could to provide evidence for the jury, overwhelming evidence in my opinion, that they could quite rightly convict these people who've done this awful crime.

"He was starved, beaten, poisoned and drowned. I can't think of anything else they could have done to this lovely little boy, and I really don't think they recognise what they've done," he said.

DI Hanson said his mother Magdelena Luczak and stepfather Mariusz Krezolek turned Daniel "from a beautiful bright-eyed little boy into, really, a bag of bones".

"Daniel was severely beaten. We know that on Thursday March 1, 2012, following this beating, he was left in a box room, locked in this room, on his own, starving hungry in the dark, where he died all alone, and he was found dead in the early hours of Saturday morning on March 3.

"I'm quite clear about this, my opinion is that they only sought help for Daniel when he was dead, and of course at that point they had possession of a dead child and had to think quickly how they were going to explain it, it was at that point that the telephone call was made to 999 to say that 'I've got a boy here who is very poorly', in my opinion Daniel had already been dead for some time.

"It's unimaginable cruelty, Daniel had a terrible little life and I only hope that his parents spend a very, very long time in prison, if not the rest of their lives in prison, and they think about what they did to Daniel every day that they are in prison," he said.

DI Hanson added that it was "chilling" how, as Daniel lay dying, Luczak and Krezolek "carried on as normal, feeding themselves, looking at computers, went out shopping, almost as if Daniel didn't exist and it just shows the pure contempt that they had for Daniel and his life".

The detective, who works in the West Midlands Police child abuse unit in Coventry, said Daniel started school in September 2011 as a "bright eyed, plump little boy" and "went downhill from there".

"I don't think it (the abuse) would have been obvious very early on but as Daniel deteriorated, (it) became worse and worse and worse, it then became more obvious," he explained.

"But of course, we are dealing with perpetrators who are very convincing, and very cunning, and deeply dishonest, and painted a picture of Daniel being a very poorly little boy and having this eating disorder and disease that meant he couldn't put on weight and bruised easily.

"Obviously their cruelty was covert in many ways but they did everything they could to cover it up, conceal it and disguise it as illness which again for me completely aggravates the whole abuse."

"It's completely unbearable to think that this went on in this small house in front of the sibling, the sibling did everything they could to try and help their brother but I'm sure it's had a profound effect on the sibling as well."

Clubber Strip-Search: Police Face Discipline

Six police officers should face misconduct proceedings after a clubber was strip-searched and left naked in a cell filmed by CCTV cameras, the police watchdog said.

The 22-year-old woman was searched by one female and four male officers at Chelsea Police Station in London in March 2011, against regulations that police should be the same sex as those they strip-search.

She was left naked for half-an-hour in a cell, with the images broadcast to the station's custody desk, the Independent Police Complaints Commission (IPCC) said.

"This incident caused a great deal of distress to the victim," said IPCC Commissioner Derrick Campbell.

"I find it difficult to understand why police officers think they have the right to strip a young woman of all her clothes, leaving her naked for half-an-hour and then expose her to being filmed.

"I am sure, like the complainant, the public will want to understand how this was allowed to happen. I look forward to the misconduct process getting the answers that are needed."

The watchdog said the woman, who was arrested outside Supperclub in west London, was "intoxicated, distressed and running in and out of a road" when she was arrested.

Officers believed she was on drugs and might have illegal substances hidden in her clothing, the IPCC said.

It is claimed that one of the officers failed to investigate her claim that her drink was spiked at the club.

The IPCC also said the police sergeant on duty should face a charge of gross misconduct for failing to make a written record of the strip-search or make sure that it was carried out in line with the rules.

Five constables should face misconduct proceedings for breaching the guidelines for searches, while another two should face "management action", an internal measure.

One of the officers is accused of potentially discouraging the 22-year-old from getting legal advice by implying that she would have to stay at the police station for longer if she did so.

The woman complained about her treatment to Scotland Yard, which carried out its own investigation, but she was unhappy with the findings and so went to the IPCC.

Teen Tasered Seven Times After Grabbing Gun

An 18-year-old was shot seven times with a stun gun after grabbing a police officer's gun in Oregon.

Jared Steven Leone of Seattle was allegedly high on drugs and hallucinating when he entered Beaverton City Hall's police records division and started running in circles.

Court records say Leone told a clerk he was "overdosing on mushrooms".

Surveillance video showed Leone struggling with three officers as he allegedly grabbed Sgt Robert Davis' gun and fired a shot.

A single shot was fired, but no one was hit by the bullet, which police said struck a nearby wall,

KING-TV reported Leone broke a pair of metal handcuffs during the fight, but nine officers eventually were able to restrain him.

He was arraigned on charges including assaulting an officer and unlawful use of a weapon.

Police 'Fell In Love' With Daniel

A senior detective has told Sky News how he and his team "fell in love" with murdered Daniel Pelka as they investigated how the four-year-old was "starved, beaten, poisoned and drowned".

Detective Inspector Christopher Hanson, a specialist in child protection, said it had been the most serious case of child cruelty he has ever worked on.

"The whole circumstances have had a really profound effect on the investigation team. In many respects we have fallen in love with Daniel, we've worked so hard to achieve justice for him.

"We have photographs of Daniel up and around the office and it was just very, very important to us to do everything we could to provide evidence for the jury, overwhelming evidence in my opinion, that they could quite rightly convict these people who've done this awful crime.

"He was starved, beaten, poisoned and drowned. I can't think of anything else they could have done to this lovely little boy, and I really don't think they recognise what they've done," he said.

DI Hanson said his mother Magdelena Luczak and stepfather Mariusz Krezolek turned Daniel "from a beautiful bright-eyed little boy into, really, a bag of bones".

"Daniel was severely beaten. We know that on Thursday March 1, 2012, following this beating, he was left in a box room, locked in this room, on his own, starving hungry in the dark, where he died all alone, and he was found dead in the early hours of Saturday morning on March 3.

"I'm quite clear about this, my opinion is that they only sought help for Daniel when he was dead, and of course at that point they had possession of a dead child and had to think quickly how they were going to explain it, it was at that point that the telephone call was made to 999 to say that 'I've got a boy here who is very poorly', in my opinion Daniel had already been dead for some time.

"It's unimaginable cruelty, Daniel had a terrible little life and I only hope that his parents spend a very, very long time in prison, if not the rest of their lives in prison, and they think about what they did to Daniel every day that they are in prison," he said.

DI Hanson added that it was "chilling" how, as Daniel lay dying, Luczak and Krezolek "carried on as normal, feeding themselves, looking at computers, went out shopping, almost as if Daniel didn't exist and it just shows the pure contempt that they had for Daniel and his life".

The detective, who works in the West Midlands Police child abuse unit in Coventry, said Daniel started school in September 2011 as a "bright eyed, plump little boy" and "went downhill from there".

"I don't think it (the abuse) would have been obvious very early on but as Daniel deteriorated, (it) became worse and worse and worse, it then became more obvious," he explained.

"But of course, we are dealing with perpetrators who are very convincing, and very cunning, and deeply dishonest, and painted a picture of Daniel being a very poorly little boy and having this eating disorder and disease that meant he couldn't put on weight and bruised easily.

"Obviously their cruelty was covert in many ways but they did everything they could to cover it up, conceal it and disguise it as illness which again for me completely aggravates the whole abuse."
